well here it's actually illegal to be on your phone whilst driving now. However speeding is usually the main offence some points you mentioned are exagerated a bit.

I don't think you should be able to have headphones in, notonly because it can distract but because you need hearing to able to listen out for other drivers and yourself. Changing the radio is fine, there aren't many accidents caused by that as it's a few flicks. Eating hmm depends on the food and the quality of the driver, I know my sister can drive easily whilst eating,probably not advisable though.

You can't really pull-over and I think it's a bit extreme to suggest that everytime somethign might distract yoiu, what about on motorways? sometimes it's hard to just "stop" andmany things can be done if done efficiently.

Only thing I really disagree with is music IN the ears, as it blocks out hearing.
