Should School Buses Have Seatbelts?

This question occured to me while I was riding the bus into school a few days ago. I have heard about a bunch of school bus accidents lately, and it occured to me...why don't buses have seatbelts? I mean, especially on a bus full of kids. I saw a video on World's Most Amazing Videos of a middle school student who flew up into the roof when his bus crashed! Not to mention the number of injuries any bus crash can cause, whether it be a serious accident or not. One such example of a serious crash was the college bus in Atlanta which crashed over an overpass and killed 10 or so people on the bus, and injured a bunch of others. If there were seatbelts on buses, some of these injuries could have been prevented.

So what is your opinion? Should school buses have seatbelts, and what is your argument for or against it?
