I dont think that those who joke about it understand the potency of the word Rape to someone who has survived it.

On the other hand, it has become a slang word, meaning something way less serious than the origional word. It, in the slang term, means a more mild version of the origional. If used in the correct content, I dont think it would be considered as offensive. then again, I have never been raped, so I dont know how someone would feel about it. Im guessing that this last paragraph is full of shit.

I hate it i remember one time about 3 oclock in the morning a girl was yelling rape just over the road from my house but in the end it turned out that her boyfriend was helping her home because she was drunk but i supose this annoyed me because it woke me up lol
