Certain ISP's do. Not very good for security, but it makes restricting access to certain sites easier, and it would also make it easier for the ISP to see who has what IP (instead of keeping history logs) in abuse reports.

You can be reassigned a new IP, but it would be through the ISP. Unless you use a proxy network/server, you can pretty much only change your IP temporarily through DoS.
