The official "What's this movie/book/tv show" thread

I've been searching everywhere for this film. I cannot remember it's name or what actors played in it.
It's about a crazy hacker who hacks into airplanes and purposely crashes them. There is a character on board constantly talking to the hacker. The hacker is in a wheelchair. A police force tries to enter his hideout but some are killed doing so.

I saw this movie like 3 years ago and wanted to see it again. neither Google, Wikipedia nor Imdb helped.

Okay so this was akids show from the 90's i guess (thats when i grew up it could be from the very late 80's)

It was set in a library and was run by these 3 rats of some sort and they talked etc, the only other thing i can remember was there was a villain rat who i think came from outer space and he always trapped them in like these spinning rings or something.

I completely forgot to mention,

It was Live-action and the rats were puppets, kind of like "The Ferals"/"Feral TV"
but much earlier than that

This guy is a retard. People do experimental test on him to increase his intelligence, and make him write in a notebook. He likes a mouse I believe? I think because he can relate to it. He has a relationship with his special ed teacher but cannot relate to anyone because he comes so smart. After a while the effects of the experiment wore off and he became retarded again.
