Bipolar and ADHD aren't medical problems that you need to really be worrying about in this situation. They have nothing to do with this.

Its just hormones. Some girls develop faster and are interested in those types of things at that age. It's normal. Instead of acting like its all weird and all this, making her feel ashamed of it, teach her about sex.
