As already said, just wait and stay in contact with her. You may feel this way now but you never know how you're going to feel about her in the future anyway. I'd say when she was a bit older if you still have feelings for her then go for it, but if you tell her now her parents may not be very happy with it, and also at the age of 11 i doubt she's at the stage where she wants to enter into a relationship with a person who feels she is the love of their life.

My sister joined the army a couple of years ago, as already said, just go to your nearest AFCO (armed forces careers office).
