Unfortunately that's not true. Your parents are your legal guardians until you're 18, which means it's pretty much up to them.
If there's parental consent under-18s can live wherever they want, but if not then it's illegal.
I found out because I have to have parental consent to be able to join the army, and still being my guardian my mum has the right to withdraw me at any time from there.

Nick, I'm pretty sure that if I decided to leave home right now (Being 16) and wanted to stay on the streets then the police wouldn't be able to make me go back home

Well... Being through all sorts of social services shit I can tell you what is true.

At 13.. If you don't want to go home, no one can FORCE you back...
At 16, If you wanted to leave home... Providing that you have somewhere safe to stay and are able to work for a living whenever you needed, they can't FORCE you back into the house, but your parents can apeal to get you back.
At 18... You're free lol

she can move out at 16 but she has to go before a judge and get emancipated and her parents will no longer be her legal guardians but she has to show the judge she can live without parental support
like she needs to show the judge proof of a job and place to live

Well I'm Pretty Sure She Can Move Into Yours Whether Or Not Her Parents Let Her Or Not, But Legally....I'm Not Sure. I Doubt Anybody Can Force Her Too But Say If Her Parents Appealed And She HAd To Go Back, She Could Run Away Back To Yours, Again And Again. Eventually Somebody Should Get The Message That She Don't Wanna Be There.
