Be patient! Besides it depends on your body type. I have friends around your age, that range from a AA to a DD! Everyone is different, it just depends on your body.

Since my dad is a doctor I can safely say (without a hint of perv) that breats aren't developed until you have felt the sensation of sex. If you wish, I will go into doctor terms here...
The nerve in your glittirus sends messages to the brain saying basically, "We were fucked." This immidiately starts the growth of the mammary glands, since your body thinks you will be breast feeding.
