In certain religious cultures it is done routinely for religious purposes, and peace be upon them to do it. Frankly, personally I don't understand any religion which requires bodily mutilation for its followers....
In the US it has become a custom after the famous dr Kellog (of breakfast cereal fame) propagated it a century ago as a means to prevent masturbation, which the good doctor believed had many bad consequences, including lunacy! When it was realised that masturbation is part and parcel of good and harmless sex (it is, after all, a victimless sexual practice!), and that sex (including masturbation) is something to be enjoyed, the practice was already institutionalized. Now fathers want their sons "to look like daddy".
In the meantime, having lost the "masturbation justification", the circumcision zealots have thought up wonderful "reasons" to justify it, from the smegma fable (girls have much more smegma, yet they are not circumcised), to "hygiene" (a daily shower and a little soap takes care of that), to greater resistance to HIV and contracting Aids (safe sex practices take care of that one). Each of these reasons apply to girls to a larger degree, yet they are not circumcised in civilized communities. Fortunately, as people realize that baby boys also have human rights, the practice is diminishing....

there is also health reasons for that. Like phimosis.

Phimosis can be cured without drastic surgery such as circumcision. You don't cut off your whole finger when you have an ingrown nail.
