At 26 minutes and 30 seconds into the movie they start talking about how he's a few inches too short to *spoiler warning* completely pretend to be the other guy. I think they either castrated him (the Romans believed that eunuchs grew taller than normal people, just not down there, obviously) or they stretched his legs out using some sort of leg-stretching device.
