Exactly. If you compare the way I speak with the way my English -british- teacher speaks english you'll recognize the same fluency and the same accent in both of us. It all depends on your ear; if you get used to listen british english you speak english with british accent. Same goes to american english.

I agree with you for the first two parts but you are wrong on the third one I'm afraid. There are some people who cannot have a proper accent in english because their native language is different in pronounciation and they just cant speak it correctly because they're used to it. An easy example is french people who cant pronounce the letter 'R'. It's just impossible for them because they do not pronounciate it in their native language.
