You not only need the knowledge of the code, but you need the graphics. The web is heavily graphic-based now and if you want a professional site, you need the creativity and graphic skills to do it, meaning Photoshop or an equally powerful program is a must-have for you.
Would the website be for you or for someone else? If it's for someone else, then you would also need an easy way for them to update it, which is done by developing systems with more advanced code such as PHP or ASP. Otherwise, you'd have to update it manually in your web editor again.
The only way you're going to be able to create professional websites is practicing: learning to hand code and develop graphics. I've been doing it for 8 years and am only just recently (2 years ago) comfortable operating a web business. Now I am able to operate many valuable online services because I know coding.

What you suggest is like working as a sales associate with your employer expecting you to approach customers, use the correct sales techniques, and recommend additional products, but they don't care if you know anything about the product itself.
