We had this problem a while back as divers we always use a changing room and showers at the back as its nearer the diving pool, these rooms were designed for school parties, who use them during the week, theres a few cubicles, but its mostly just a big room with showers at one end. and then the public who are swimming can use the main male and female facilities,
On the first day back after lockdown we were diving, and there was a learn to swim class going on, nobody told us they had to use our changing room,
Then we had mothers with small children complaining that we were showering naked , and some of our guys were upset by it too

Some times I have noticed one or two boys try their best to hide their boner. -

I am fine changing and being naked with other boys. Not so with girls. We don't have co-ed changing rooms.

It happens usually with younger kids, like I’ve seen boys as old as 11 in the locker room at the pool with their mother or whoever
Oldest I was in a male shower area was 12 at a camp site, I really think that age is starting to push it but I get parents have heard scary stories or had bad experiences -

While I agree 12 is getting a little old, I'd try to have some compassion for the father being understandably afraid of letting the girl go alone into the women's shower room.
I think if he and the girl do what they need to do and get out of there quickly, it's worth putting up with.
