* The other possibility is that something, perhaps religion, has made saying anything sexual seem taboo to them. In that respect, it is just like how some religions or sects can preach against masturbation and the result usually isn't that their "flock" don't masturbate but that they feel guilty about it afterwards.
Parents can be very different. I got the talk, but other than that neither made any sexual comments. Meanwhile, I sometimes went round a friend's house after school and he and his father would talk about who they found hot.
