Certainly girls cannot use them. There are toilet-stall type temporary ones at festivals also. Even non-festival time, the urinal type keep the boys from simply pissing on the street or in the canals. I do not think little boys can reach these.
I do not think the girls even care or notice. Why would they be grossed out?

I've never seen one of these, nor would I use one. Not enough privacy, nowhere to wash my hands. Unless maybe in an emergency. Better than using the tree behind it, especially with all the bikes

Our locker room at school has a trough in it, we just call it the tub, but we're always using it at the same time as others...never thought much about it

To much drug use and maintenance cost, so all out toilet blocks have been demolished we just have to hold it in (or use the few available in shops)

Not really in like normal toilets but there used to be a trough thing at school when I was a lot younger, I did it a few times then but not really anymore

Partly because drug use will happen somewhere, you cannot stop it by removing the toilets.
But government usually makes little sense. -

But troughs are designed for many people to use simultaneously.
