I wonder how many people who say about a democracy actually understand what the actually meaning of one is:
Democracy (from Ancient Greek: δημοκρατία, romanized: dēmokratía, dēmos 'people' and kratos 'rule')
Athenian democracy took the form of a direct democracy, All eligible citizens were allowed to speak and vote in the assembly, which set the laws of the city state.
So the true meaning of a democracy would be every citizen would be able to speak and vote on every decision made. Not very practical which is why we have our modern interpretation, but does give the thought that if such a large part of a population was against a law or decision, if that could truly be a Democracy (all people rule)

The the thing with the Athanian is their definition of "citizens".
Women, slaves etc didn't count even they lived their whole lifes in Athen.
Therefore I guess every form of democracy has its flaws and never will fully meet its citizen's needs or expectations. -
