I have never been penetrated by anyone, either older or younger and it isn't something that particularly interests me. That doesn't mean I expect to be dominant, though. It seems to me that sex is something you do by mutual agreement and you can do whatever you enjoy with out having to have fixed roles. Even in a male-female situation where it would usually be the guy inside the girl, there are different positions that mean one or the other is more in control of movement and it's fine to try the different ones to see which you like and for a bit of variety.

The reference to people with some kind of mental impairment is slightly concerning. Obviously, there shouldn't be any reason to deny people with mental impairment their sexual pleasure whether that's alone or with someone else but the someone else would need to be someone who is sensitive to the person's needs. The question, as asked, seems to hint of whether people with a mental impairment maybe easier to dominate and I don't think that is the right approach at all.
