i know one girl tho, who did grow her hair that long, and got it styled a little like that

She obviously has extensions in and her hair seems to look quite thick. I think it's all about layers they help a lot with getting volume especially short ones. Many people back comb their hair slightly or extremely and then spray it with hair spray. Length is important for hair like that though.

spray hairspray on it while messing your hair up. then try to style it to the way you want. because after spraying your hair it will have this really dry feeling. then just puff it up with your fingers. also, you'll need really long hair

try back combing it underneath, fluffing it out with your fingers and hairspray, and then combing it down ontop.... and then extensions ofc. Im not sure though, because i never really do my hair like this =/
