I'd say you're starting. Random erections are a sign. Have fun with them when it's appropriate

Yes. For boys the real start of puberty is when your testosterone level goes up and all the other things follow on from there. That includes boners and especially morning wood as well as pubes, dick growth, arm pit hair, voice change and growth spurt. As these are all caused by increased testosterone then if you experience any one of them that means your testosterone is up and you're in puberty. The others will surely follow.
In more detail, puberty begins in the brain with the hypothalamus. That starts to make a hormone called GnRH which acts on the pituitary gland (also within the brain) and causes it to make two further hormones: Folicle Stimulating Hormone (FSH see en.wikipedia.org/wiki/Follicle-stimulating_hormone) and Luteinizing hormone (LH, see en.wikipedia.org/wiki/Luteinizing_hormone). The names are a little confusing because they refer to the effects in girls. In boys LH causes the testicles to produce testosterone which causes the other puberty changes. FSH, along with testosterone, causes the testicles to start to produce sperm. -

Soft penis size doesn't mean they have a large erection. You could be smaller soft and bigger hard, never know how it will turn out. -
