It could be that you've not sexually matured all the way. Puberty can start as early as 9 years old and as late as 16 years old. Generally it takes about 3 years after it first begins to mature. There are many sites on puberty that you can find just by searching the word puberty on Google.
If you have matured in every other way other than the fact that you cannot ejaculate, you may want to talk to your parents and a doctor. Plus, if you're going to be sexually active, it's best if you talk to your doctor anyways.

Give it time, puberty happens in stages, and these vary for everyone. I wouldnt worry yet. If your you and your gf are gonna take it to the next level just make sure it's what you want. Dont feel embarrased if you still dont ejaculate. Most good things in life take time.

OK, Do you have pubic hair? Do you get random erections, like morning wood? If so, you need to relax and enjoy jacking off. I've noticed in myself that if I'm in a hurry or stressed out/anxious it is harder to orgasm. Find about a 1/2 hour when you can be alone and not disturbed, put on the music and/or porn RELAX and jerk off. You'll be ok. If you are still without pubes and don't get random erections then you are not far enough along in puberty yet.
